Darth Evil was seen to be the opposite of Darth "Johnny" Vader - where Johnny was Black on the outside and White on the inside (Or an oreo as many would call him) Darth Evil was pure evil - Black on the outside, Black on the inside. Part of George Lucas's agenda when creating the Star Wars saga was creating a racial component, saying, "Hopefully when my movies have been seen, people will see the source of the problems in our society.
